LiveJournal's payment system must be in compliance with both United States law and our credit card processor's policies. Unfortunately, the countries in question are listed as countries which we are unable to accept payments from due to either political or economic sanctions placed by the U.S. government, or an extremely high rate of fraudulent payments.
I'm afraid that there is nothing we can do to alter this list of countries. You'll need to use a different credit card or payment method to make your payment. I apologize for the inconvenience.
